All North Koreans are prohibited from laughing, drinking alcohol and shopping for groceries or participating in leisurely activities because of the death of Supreme Leader Kim Jong Il.
17 years have passed since December 2011 to the present. Residents say there will be dire consequences if someone engages in recreational activities during that 10-day period. The ban was put in place to make the event memorable among the people. Reports have found that many people were arrested for being caught drinking or drunk in the morning and treated as criminals in North Korea.
Several other sources said the guidelines were put in place earlier this month to create a "apropriate mood" among residents. Even if it's someone's birthday, they can't celebrate it in the morning, according to North Korean radio.
Even the national flag was lowered for half an hour and people were seen climbing Mansu Hill in Pyongyang to lay flowers on the statue of Kim Jong Il. According to the press, sirens sounded for three minutes and the crowd fell silent to bow to Kim Jong Il that afternoon. Kim Jong Un was also seen among the crowd at the Palace of the Sun in Kumsusan, the capital, to attend an outdoor ceremony.
